Meet Rosie Campbell CIPD LLM - Thrive. HR’s Founder and Fractional HR Director

Hi, I’m Rosie Campbell.
CIPD assessor and LLM in Employment Law and Practice.

I build tribunal-proof HR that works in real life.
Legal clarity. Operational sense. Human outcomes.

I’m Head of HR in NHS primary care, with live experience of CQC, TUPE, complex absence, restructures and pay progression. Since 2019 I’ve trained and assessed more than 7,000 CIPD professionals, so I know exactly what “good” looks like and how to deliver it under pressure. I have worked inside the big consultancy brands you probably outsource to. I know what you value and I know where they leave you carrying the risk.

I work with businesses, founders, SMEs, and leadership teams across Birmingham, Coventry, Solihull, Wolverhampton, Warwickshire, and the wider West Midlands, stepping in when HR and people decisions become high-stakes.

What I actually do

I’m not here to give HR advice. I’m here to change the risk, the decision, and the outcome.

When people issues are emotionally charged, legally sensitive, and commercially exposed, I bring clarity, structure, and control so leaders can act with confidence.

Most HR reacts. I design decisions that stand up later.

That means fewer panic decisions, cleaner evidence, calmer leaders, and significantly less exposure when decisions are challenged.

Client Stories

What clients & colleagues say

Real feedback from organisations and leaders I've supported through Thrive. by Rosie Campbell and in senior HR roles.

Rosie recently supported our company with updating all our contracts and policies, and the experience was exceptional from start to finish. Her expertise in HR is second to none… As a small business it's really comforting to know that you have someone with a wealth of experience on hand to support you with any HR needs. Thank you Rosie!

Thrive have been absolutely fantastic! We recently needed our HR documents updated, and they made the whole process incredibly smooth and stress-free. Their team were knowledgeable, supportive and quick to turn things around. The quality of their work has made a real difference to our business. Highly recommend Thrive to any company looking for professional HR support!

I reached out to Rosie at Thrive for some advice whilst undergoing a redundancy process… Rosie was more helpful than I can explain — she was reassuring, professional and very measured in the advice that she gave me… She has also been a great help afterwards, with lots of follow-up messages of support.

If you need any HR support, I couldn't recommend Rosie enough. She joined us as Head of HR just as the Covid Pandemic started and we suddenly needed to employ 900 people in our vaccination centres… not much to ask in your first 6 months! I'm sure you can imagine that a few of those new employees caused us some problems, but she survived and is now supporting other managers in her 'spare' time.

Working with Rosie was a pleasure. Not only was she an excellent HR and Business expert but she was compassionate too. Rosie supported me through a rough personal health issue which I will be forever grateful. We worked on many projects together where Rosie was ever the professional HR guru, I appreciate the guidance and support.
